Local Public Service Agreement

What is it?

An agreement signed between Government and Bucks County Council on behalf of partners, around improving local public services that includes:

This is the second LPSA for Buckinghamshire. It runs from 2005-2008 and is included in the Local Area Agreement. This means the LPSA targets will finish in the second year of the LAA. The targets are listed below.

Background

The initial LPSA2 submission was sent to the ODPM at the end of May 2004. It set out 16 priority themes for improvement, from which the 12 final targets were developed.

The priorities for improvement came out of a consultation with partners, held in January 2004. A document was sent to all the partners of the BSP, and over 80 responses were received. These responses were then discussed by the BSP Steering Group in April where it was decided to organise a conference for partners to work together on deciding on projects and targets to address the priorities set out in our submission to the ODPM. Not all of the proposals returned via this consultation were suitable for the LPSA format, those not suitable will be used to help shape the next Countywide Community Strategy.

A BSP conference was held on the 30th June 2004 to start working out target measures and more detailed proposals for projects. Partners at this forum agreed a number of outcomes that would be pursued for further development from which the final 12 targets will be taken. Over the last year negotiations between partners and government departments have continued. This process has revealed that some of the targets proposed do not fit the LPSA structure, and as a result a number have now dropped out.

The BSP steering group met on 7 June 2005 to select the final 12 targets which are listed above.
