What is the Bucks Strategic Partnership?
The BSP is the countywide Local Strategic Partnership for Buckinghamshire. It is a group that provides over-arching direction for the family of Sustainable Community Strategies in Buckinghamshire.
What are Local Strategic Partnerships?
Local Strategic Partnerships (LSPs)
- bring together at a local level the different parts of the public sector as well as the private, business, community and voluntary sectors so that different initiatives and services support each other and work together;
- is non-statutory, non-executive and multi-agency
- allows different initiatives and services to support one another so that they can work together more effectively; and
- should be aligned with local authority boundaries.
History
The Bucks Strategic Partnership (BSP) was formed in 1998 to bring together key partners in Buckinghamshire to work on improving the quality of life for local people.
In 2002 the Partnership published the first county wide Community Plan, which included the targets in the Local Public Service Agreement (LPSA). The partnership was formerly known as the New Bucks Partnership for Action. The name was changed at the annual conference in October 2003 to reflect the way the partnership had evolved during this period
In 2008 the new BSP Governance Arrangements were agreed by the Chief Executives of County and District Councils and published in April 2008. The new arrangements are as follows:
- An overarching BSP Conference that brings together all the interests of Buckinghamshire to help inform and advise on Buckinghamshire issues and priorities;
- A BSP Board (replacing the BSP Steering Group and the Principal Funders Group) that will take a strategic view for Buckinghamshire and bring the necessary partners together to inform and drive this strategic view;
- A BSP Implementation Group (replacing the LAA Programme Board) that brings together agencies to progress the delivery required to fulfil the strategic view of the BSP;

Protocol Between Bucks Strategic Partnership and District Local Strategic Partnerships
Together, the County and District Community Strategies form an interlocking and interdependent framework to improve the quality of life for people of Buckinghamshire.
The Bucks Strategic Partnership will focus on issues that are of common concern across the county and where a countywide approach will add value. These issues may be identified by the BSP or may be referred from the District Local Strategic Partnerships. District LSPs shall focus on issues that face the individual District and will also be involved in delivering countywide priorities at a local level.

Bucks Strategic Partnership shall:
- Recognise and support the work of the District LSPs
- Focus on those strategic priorities which are important to residents and significant in shaping the future of Buckinghamshire and which can only be delivered through integrated, multi agency working at a countywide level.
- Identify where local action is needed to deliver countywide priorities and draw to the attention of the District LSPs
- In developing the countywide sustainable community strategy, take account of the priorities in the district based community strategies and incorporate the contribution that the BSP will make to delivering these at the countywide level
- Build on the community engagement and consultation from District LSPs rather than duplicating this.
Each District Local Strategic Partnership shall:
- Recognise and support the work of the BSP
- Nominate a representative to the BSP Board who will provide a channel of communication between the two Partnerships
- Identify issues of countywide significance arising from local community planning and draw these to the attention of the BSP Board
- In developing district-based community strategies, take account of the strategic priorities in the BSP Sustainable Community Strategy and incorporate the contribution of the District LSP to delivering these at a local level
The Bucks Strategic Partnership and District Local Strategic Partnerships will work together to:
- address the challenges of community planning in two tier areas
- ensure the development of effective linkages between the BSP and the district-based LSPs
- ensure that activity takes place at the most appropriate level to meet the interests of Buckinghamshire.
- share information to support the development of countywide community strategy and the district-based community strategies which complement each other
- develop the partnerships needed to deliver district and county based community strategies
- develop review mechanisms for both district based and county based community strategies
